How we empower and equip
Development Experts is a women-led institution on a transformative mission, targeting three distinct districts, constituting groups, of the more vulnerable segments of the population: Women, Youth, and Entrepreneurs.
Through tailor-made programs and initiatives, we aim to address the unique needs of each district and empower individuals to realize their capabilities and reshape their roles.
These distinct “districts of intervention “will be serviced by the institution via the design, execution, and implementation of targeted programs and initiatives for every particular district.

The Founders
Carla Chamoun
Versatility
A well-rounded financial professional with a diversified career that spans multiple areas of finance and development. She began her career in commercial banking in Lebanon. Throughout her career in banking, Mrs. Chamoun lead a the transformation of a major Lebanese commercial bank from corporate lending to retail credit, and led the establishment and expansion of the retail lending division. In 2011, she moved to the field of international development, and assumed the position of Deputy Chief of party with a US non-governmental organization. She led and implemented several key projects, and advanced the goals of the program through partnerships with key regulatory entities and international parties.
Leadership
Since 2015, as the COO of a leading financial institution, she carries the weighty responsibility of overseeing a broad spectrum of operational functions across the organization, including end-to-end financial services and operations. Her role is pivotal in driving innovative and impactful changes, from product development to digital transformation. She has been the driving force behind several initiatives aimed at optimizing operational efficiency and elevating the institution to new heights of excellence.
Empowerment
In a synergistic extension of her robust financial and operational acumen, she has also carved a niche for herself in the specialized arena of Life and Executive Coaching. With a strategic focus on capacity-building and human capital development, she serves as a transformative mentor for working women navigating the complexities of work-life equilibrium, as well as for the youth and entrepreneurs at the nascent stages of their professional trajectories. Utilizing evidence-based coaching methodologies and leveraging her deep-rooted understanding of behavioral dynamics, she offers high-impact mentoring that cultivates leadership, fosters strategic agility, and nurtures an entrepreneurial mindset. She holds a Master's degree in Money, Banking, and Finance from Sorbonne University and a Bachelor degree in Economics. Additionally, Mrs. Chamoun is a certified Project Management Professional (PMP), and a certified life and executive coach.
Elsy Azzi
Proficiency
With over two decades of experience in the banking and finance sector, Elsy Azzi is an accomplished professional dedicated to nurturing small and medium-sized enterprises (SMEs) and driving social impact through financial solutions. Her expertise involves conducting thorough credit risk analysis, and providing invaluable independent recommendations for credit decision, as well as advising SME to ensure the success of their vital business ventures.

Demonstrating versatility, she adeptly introduces diverse SME products and services, all while cultivating meaningful client relationships.
